Editorial Policies

Aim and Scope

The aim of the “Issue of National Literature” Series is to create a relevant scholarly periodical publishing high-quality scholarly articles meeting ethic standards accepted in the international academic community.

The most important tasks of the journal are: generalization of scholarly and practical achievements in the field of literary criticism and folklore studies based on the materials of the study of national literatures; improving scholarly qualification of philologists, textual critics, epic scholars. The scholarly concept of the periodical involves the publication of new achievements and research results in the field of philology, designed in the form of a scholarly article, review article, and scholarly publications of archival documents. Both Russian and international scholars, instructors, Master’s and postgraduate students are invited to publish in the journal.

The journal covers issues of history, the current state of national literatures and folklore, outlining various aspects of the study of the problem. We publish original articles, research results aimed at studying the history and contemporary literary process; literary life of folklore, poetics; textual criticism, poetry. The editors of the journal pay great attention to the issues of personnel training in the following areas:

The “Information. Chronicle” section publishes information on results of research conferences, workshops, symposia, on activities of prominent philologists to their anniversaries. The journal publishes reviews o scholarly papers, monographs on literary criticism, folklore studies, and study of poetry.

Open Access Policy

This is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

The single (double) anonymous ("blind") peer review method is mandatory for processing of all scholarly manuscripts submitted to the editorial office of "Issues of National Literature".

  1. Members of the Editorial Board and leading Russian and international experts in the corresponding area (5.9. Philology), invited as independent readers, perform peer reviews. The Editor-in-Chief, the Deputy Editor-in-Chief or the Commissioning Editor choose readers for peer review. We aim to limit the review process to 2-4 weeks, though in some cases the schedule may be adjusted at the reviewer’s request.
  2. Each article is sent to one reviewer.
  3. The reviewer has an option to abnegate the assessment should any conflict of interests arise that may affect perception or interpretation of the manuscript. Upon the scrutiny, the reviewer is expected to present the editorial board with one of the following recommendations:
    - to accept the paper in its present state;
    - to invited the author to revise their manuscript to address specific concerns before final decision is reached;
    - that final decision be reached following further reviewing by another specialist;
    - to reject the manuscript outright.
  4. If the reviewer has recommended any refinements, the editorial office would suggest the author either to implement the corrections, or to dispute them reasonably (partly or in full). Authors are kindly required to limit their revision to 2 months since receiving an e-mail message on the necessity to do refinements. A refined article is sent for a peer review again.
  5. We politely request that the editor to be notified verbally or in writing should the author decide to refuse from publishing the manuscript. In case the author fails to do so within 3 months since receiving a copy of the initial review, the editorial board takes the manuscript off the register and notifies the author accordingly.
  6. If the author and reviewers meet insoluble contradictions regarding revision of the manuscript, the Editor-in-Chief resolves the conflict by his own authority.
  7. The Editorial Board reaches final decision to reject a manuscript on the hearing according to reviewers’ recommendations. The Board does not accept previously rejected manuscripts for re-evaluation. The author is duly notified of their decision via e-mail.
  8. Upon the decision to accept the manuscript for publishing, the editorial office notifies the authors of the scheduled date of publication.
  9. Kindly note that positive review does not guarantee the acceptance, as final decision in all cases lies with the editorial board. By his authority, the Editor-in-Chief rules final solution of every conflict.
    Original reviews of submitted manuscripts remain deposited for 5 years.

 

Publishing Ethics

All parties involved in the process of preparing materials for publication in the scholarly journal, namely: authors, reviewers, members of the editorial board, representatives of the publishing house, must follow the standards of publication ethics described below.

These statements comply with the ethical principles adopted by the Committee on Publication Ethics (COPE). If there is a suspicion that any of the principles described below are violated, the editorial board of the journal will follow the COPE instructions (http://publicationethics.org/resources/guidelines).       

  1. Authorship

The author should make every effort to ensure that the materials they submit do not contain fictitious data, omissions of links or false statements. If the author finds significant errors or inaccuracies in the work published by them in the journal, they are obliged to notify the editor of the journal as soon as possible and subsequently cooperate with them in order to either withdraw the publication or correct it.

The author should avoid making personal, critical or disparaging remarks and accusations against other researchers.

  1. Peer Review

Editors have the exclusive right to accept or reject a manuscript for publication. Incoming manuscripts must be peer-reviewed, but the manuscript may be rejected at the stage prior to review if there is a good reason for this (for example, in cases where the subject of the article does not correspond to the subject of the journal, the article is obviously of low scholarly quality, the article was previously published in another edition, etc.). Editors accept an article for publication in accordance with their conviction that it meets the requirements of the journal.

Editors must guarantee the high quality of the materials published in the journal and their content integrity, as well as publish corrections, explanations, apologies in cases where such a need arises.

Editors should not have a conflict of interest with the authors of those articles that they reject or accept for publication.

Editors must ensure that the material they publish complies with international standards of scientific and editorial ethics.

Publication in “Issues of National Literature" is free of charge for all the authors.

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

“Issues of National Literature" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in “Issues of National Literature", authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “Issues of National Literature" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.
 
Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.

 

Revenue Sources

The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints, article processment charges.
